It seems it might be cheaper to take over the nations these invaders are coming from and install the American version of government, as it was intended, by the founders, to exist.
That would include adopting all laws and constitution, BUT adding ones that held public officials acting negligently or corruptly accountable in the most extreme ways the law would allow.
